This play always gave me the impression that Shakespeare thought that Vienna = Venice. That would make more sense of the Plot Device Pirate. At least Venice is a port. (Though you could always retcon that the pirate got very drunk on shore leave, headed for what he thought was Venice, and ended up in Vienna by mistake.)
